SANTA ANA, Calif .– Santa Ana City Council on Tuesday approved a new waste collection and recycling agreement that goes beyond the trash by adding new services to clean up public spaces throughout the city and that adopts a more environmentally friendly approach.
The city council awarded the exclusive agreement for solid waste collection and treatment services to Republic Services, a long-established unionized company in Orange County. The term of the agreement is 10 years from July 1, 2022 until June 30, 2032, with a mutual option of five-year extension and an option of extension from the City up to 36 months.
Under the terms of the deal, single-family homes will pay roughly the same rate as they do today for garbage collection and recycling. Republic had the lowest rate for multi-family residential waste service (i.e. apartments and condos) among the four companies that bid on the contract. The company will also provide bulky item pickup for multi-family properties – up to 40 times per year – a service that is currently not available without paying additional fees.
With its recycling treatment facilities established nearby, Republic’s trucks will require shorter trips to dump the waste, which will help limit pollution. The company is also testing electric garbage trucks and will launch its first electric truck pilot program in Santa Ana.
A key element of the new waste collection agreement is the Clean City Initiative, for which the city council has strongly advocated throughout the process of choosing a waste hauler. Among the Clean City services Republic will provide:
- Proactive and on-call cleaning of trash and removal of bulky items in the public right-of-way
- 250 garbage cans throughout the city on busy sidewalks and other public rights-of-way
- Sidewalk rubbish and debris cleaning service
- Electric sidewalk washing
- Washing and disinfection of all bins once a year at the customer’s request
- $ 50,000 per year for the City to launch a clean business initiative
On Tuesday, city council added to the deal that some Clean City Initiative services will start earlier than originally planned.
The city council also added a requirement that the Republic should provide up to 14 public bins for each of the city’s 64 neighborhoods, at the request of a neighborhood association. These will be emptied every week with the collection of residential waste.
Among other provisions of the agreement, Republic will collect illegally discarded items within 24-48 hours of reporting, donate $ 200,000 per year to select community events and charities located in Santa Ana, and donate. $ 10,000 per year to sponsor city events.
Pursuant to Proposition 218, all property owners in Santa Ana will be mailed the proposed adjustments to waste rates, and city council will hold a public hearing on the rate changes effective September 21, 2021.
